The problem that the APNIC EC notice explicitly addresses is that the
existing IPv6 global policy does not say  to WHOM these addresses
are to be advertised. i.e. it is possible to meet these criteria AND
still operate a 'closed' network. i.e. an organization will qualify
if it is advertising routes within some context, and that context need
not be the V6 equivalent of the IP4 v4 Internet.
