I agree. In addition to the privacy issue, I don't think it is very
efficient that a downstream ISP must request its upstream LIR to
register every assignments for the downstream's own cusomters. I don't
like a) very much.

Personally, I think c) is most flexible, and believe this is the case
in IPv4 under APNIC registry system. Is this correct?( hope someone
from APNIC can confirm for us)

In other words, it depends on how you set the maintainer object for
the assignments from a sub-allocated block.

If an LIR registers itself as the maintainer for making assignments
from a sub-allocated block, then the LIR will have the authority to
register assignments from that block.

If an LIR registers its downstream ISP as the maintainer for making
assignmentsfrom a sub-allocated block, then the downstream ISP will
have the authority to register assignment from that block.

The LIR has the authority to decide who should be the maintainer for
the sub-allocated block.

What do you the rest of you think?
