Well, I think bellow two points should be written in guidelines.
(I'm not sure my understanding is correct)
POINT 1:
1) an ISP can offer first subsequent allocation if 7,132 * 48s of their
address block.
2) The ISP will offer second subsequent allocation after they allocate
more 5,285 (12,417 totally) /48s.
POINT 2:
a) The ISP will at least get one more /32 at 1). Then, the ISP has /31
address size.
b) The ISP will get one more /31 at 2). Then it will have /30.
