It's an interesting point.
I first interpreted the policy as the registrations are required to
RIR database, but not too confident now.
Theoretically speaking, I can see that there is no need to put this
restriction as long as RIRs/NIRs can confirm LIR's database.
I'm not sure how it works in the actual operation though, unlesss RIRs
develops a system to mirror LIR's database. We should also avoid LIRs
calling their excel sheet as their "database" and stop making
registrations.
To stick with the current operation, I think it is better to interpret
it as "registration in RIRs/NIRs database" for now. What do you all
think?
In anycase, I agree that this is another ambiguous area which needs a
clarification.
