I think some clarification of the phrase "registry database" is needed
here.
The phrase could be taken to mean an RIR or NIR database. It could also
be taken to mean that an LIR or its downstream customer may run a
database for registering assignments. NIRs and LIRs are definitely
registries. ISPs that receive allocations from upstream providers could
also be described as registries in some circumstances.
Furthermore, the actual policy text says:
"When an organization holding an IPv6 address allocation makes IPv6
address assignments, it must register assignment information in a
database, accessible by RIRs".

Does that mean that as long as the RIR has access to the database of
assignments no-one else needs to have access? In other words, this
sentence might mean that there is no requirement for assignments to End
Users to be registered in a public whois database.
I look forward to people's thoughts on this point.
