   Would you clarify whether the problems in Japan were identified or they 
were concluded as a non issue.  If the problem was identified and 
disregarded, it means that the guideline will not solve problems specific 
to one country even if they are serious.  If the problem was concluded as a 
non issue, it means that JPNIC will have freedom to solve it independent 
from APNIC.
