All, Here is the consensus reached in the Bangkok meeting regarding BB issues. Already two years passed since the first proposal from Korea appeared in March 2000. So we can allow NO MORE DELAY for broadband guidelines because broadband services are being deployed so rapidly in many Asian and Pacific countries. Three items identified at the Taipei meeting were resolved at the Bangkok meeting. 1) Obligation of Customer list submission Consensus is to make submission to be optional, not mandatory. 2) Assignment Justification Consensus is to keep the original proposal and continue to discuss in the ML (1:1 OK, larger needs justification) 3) Registration threshold Let's keep the original proposal that /29 and shorter need to be registered I believe Gerard will revise and publish draft guideline soon according to these consensus. On the other hand, proposals for changes from Japan were rejected because other people don't need these changes in their countries. However, one issue raised regarding RIR/NIR consideration for LIR’s address shortage during evaluation will be discussed more. I thank all of you for your great contributions.
