The network 24.0.0.0/8 was historically designated for use as a cable
block. ARIN administered the block on behalf of IANA.
In the Asia Pacific region, only a few requests and allocations were made.
The majority of allocations were made to requestors within the ARIN region
(see http://www.arin.net for more details about ARIN). It actually turned
out that with experience, it was not necessary to set aside a separate
block for cable operators - there was no technical justification or link
with the type of access technology to a specific range of IP address
values. In the Asia Pacific region, requests for IP addresses to be used to
deploy a cable service were made to APNIC and processed as per normal.
Also, the majority of the requests were made by operators within the ARIN
region, thus IANA delegated the whole block to ARIN for management.
Requests for IP addresses to support deployment a cable service within the
Asia Pacific region can be made directly to APNIC or to the appropriate NIR
(they operate in Japan, Korea, Taiwan, China and Indonesia).
