[WG-BB] 24/0.0.0.0 for cable

Hi,

According to the document INTERNET PROTOCOL V4 ADDRESS SPACE

http://www.iana.org/assignments/ipv4-address-space,

24/8 are block for ARIN, Cable Block. Now, as broadband
are taking off really well in Asia, especially Korea & Japan,
will it be possible for the block to be shared by broadband
operator in Asia ? 

I am unable to find any document that describe the uses
and allocation policy of this block. Please advise, if
there is any place to get them ?
