Unless the process becomes clear, the operators will find excuses not to
work hard since they have no pressure even if they fail in allocating
addresses with the right timing.
This is not a political issue. This is an issue of execution and
achievements. At least the current policies do not show the right path for
achieving the goal. They neither show what the goal is. I have never seen
a policy that the NICs share responsibility if any service provider will
see shortage of IP addresses. What we see is that the NICs are trying hard
not to see shortage of IP addresses in this industry, which does not seem
to be a fair policy if "it stands alone" considering that there is excess
amount of IP addresses sitting in one country.
