I should point out that there is already provision within the
existing framework to address this problem.
If you have reached say 65% utilisation of your existing allocation,
and you are about to deploy infrastructure or make an assignment
that is larger than your remaining free pool, or that your immediate
need takes you over the free pool you have remaining, you can apply
for more address space.
