I agree with Anne's opinion.

Other views, the difference between network (shorter than a /30) and
multiple hosts(n x /32) is whether it is on bit-boundary. There is no
difference in the number of addresses which the customer uses. In this
viewpoints, the suggestion may be appropriate.

However, if network structure is changed or the modem of customer
moves to another network, the PCs assgined static /32 will be
renumbered. Thare are many such situations rather than a customer
changes ISP. I also think multiple /32 assignments would still be
considered part of the ISP cable network.
