Considering that the ultimate market size at the end of the year will be around 5 to 6 million users, the administrative work and technical work required for use of IP address is too heavy to be finished within the 20% room that is currently enforced so that we will run out of IP addresses by the time they are allocated. Thus, we might need changes in the regulation so that we can apply for new address space with around 60% usage and they are allocated when there is still 20% room (80% usage) which is within a month after the application. Currently, we apply when we have exhausted 80% and they are allocated when usage is 100% and we start to see customer complaints.
