[WG-BB] other issues

All,

In the previous SIG and AGM at Taipei, our draft was
accepted by the community, EXCEPT these three issues.

1) customer list
2) assignment justification 
3) registration threshold

I would like to make some consensus on these issues
among this working group BEFORE the next SIG at Bangkok,
and present some suggestions to the public there.

Please give us any idea about these.
