   Then, a /23 per downstream port of 30Mbps means that 25% to 30% of home 
passes will be allocated in bootstrap.  I think the penetration rate of the 
whole CATV market (not CATV Internet) is about 25% to 30% in Japan.  This 
means that IP addresses will be allocated to 100% of CATV users in the 
bootstrap stage.  Although this may happen in some areas, considering that 
CATV Internet has about 1.3 million users which is only about 10% of the 
total CATV users, I think 100% allocation for bootstrap is too large.
   Considering these numbers, it seems that I have a misunderstanding 
somewhere.  At the same time, there may be areas where the penetration rate 
is by far higher than average.  May I ask someone to provide insights of 
the previous analysis?
