I think it is almost same in these countries at **bootstrap phase**.
The number of customers is not always just same in the long term.
However, operators construct their new facilities which oriented 
the number of modems managed on the CMTS. 

The number of modems usually depend on the capacity of facilities. 
Downstream bandwidth of CMTS have indicated generally its capacity.

On the other hand, the capacities of CMTS chassis are very much
different from types and architectures. 

ex) 
  NORTEL CMTS1000 has only one downstream port, Cisco uBR10000
  has 16 downstream ports max. If they have been operated in same
  modulation, the different is 16 times maximally. 

  ... one of example in only one architecture(=>DOCSIS). 
  We have been operating many types of chassis and architectures.

I have agreed the rule based on facilities for bootstrap assginment to
to judge more quickly. If we set the rule based on chassis box, it is
possible to assignment larger size for operators which use more small
CMTS chassis.
