If you cannot estimate the number of potential users since flat cable network have so many "home passes" but so little real users, the only way to control this is by checking subscriptions per head end. This is nothing different from checking PPPs per Broadband RASs. It is too simple to estimate number of users by maximum capacity per head end since the subscription/home pass ratio is too small in typical cable operators. To make it fair, if you adopt this strategy, you should assign IP addresses to DSL operators based on number of telephone lines in central offices since "home pass"="potential users per head end" and "number of telephone lines"="potential users per central office".
