That is why we feel like defining default size for bootstrap,
isn't it?  

| yes. the market is very different across the region. Some are much less 
| developed and the same amount of bandwidth would serve many many more 
| customers in some countries and less in others. it is difficult to make one 
| rule.  I feel a more concrete measure is the number of ports.

So do I.  Namely default /23 to a single 30Mbps cable which
ocupies one downstream port of CMTS.  Make sense?

I think I'm on your side...  I'm afraid my bad explanation
