[WG-BB] Fwd: SIG proposal from TWNIC IP working group

Hi,

I am letting you know URL for TWNIC's proposal which proposes 
allocation issues for broad-band networks.

They originally submitted to me, address policy 
SIG chair, to present this in the SIG. However I believe 
it would be nicer if we could merge our proposal and theirs 
into one concrete proposal. So I invited them to this list and 
ask them to join discussions. 

I hope we can make consensus about how to merge as soon as possible
and have a revised merged document by the end of month
for public call for comments.
