Sub : Fee Structure of APNIC

 

Internet Service Providers Association of India (ISPAI ) is the Apex body of ISPs in India. ISPAI is a non-profit, non-government organization working towards its mission to promote “Internet/Broadband for the Benefit of All”

 

In India we have three types of ISP License categories :

 

Category ‘A’        - National Level

Category ‘B’        - State 0r Metro

Category ‘C’        - Small Town / City

 

Right now there are 135 ISPs operational across India out of which :

 

Category ‘A’ are – 38

Category ‘B’ are – 54

Category ‘C’ are – 43

 

These category ‘C’ ISPs are playing an important role in providing Internet access to small cities and remote/rural areas, with limited number of subscribers and low revenues less than  150,000 USD per year. These ISPs are dependent on Upstream Service Providers for AS Number and IP Addresses which are generally clubbed with Bandwidth.

 

APNIC Fee for Very Small Category is US$ 3750/- ( including one time IP Resource Application Fee US 2500 and Annual Fee of US$ 1250) which translate to about INR 1,72,500. This amount is quite high for a very small ISP which has annual revenue less than or equivalent to US$ 150,000 thereby inhibiting smaller ISPs to join APNIC.

 

In view of the same we request APNIC to consider adding a new category “Tiny” to cater to this segment. You may consider a lower Joining fee of not more than US $ 1000 with lower allotment of IP Addresses and A S Number. Annual fee of US $ 500 should be considered for this TINY sector.

 

We are sure once you have this category; APNIC will get a larger membership base from ISPs, Corporate, SME, not only India but also from other South Asian Countries.
