Randy,

The EC has decided to advance the fee structure process by formulating a 
series of questions which will be put to the membership for a formal online 
vote.  These questions are still being reviewed and finalised, and will be 
included in the coming proposal.

One of the proposed questions does address the possibility of annual 
adjustments to the fee levels.

Please bear with us while we complete this, before circulating the document 
in the next week or so.
