I don't have any proposed plan in my counterproposal so I think the fee
structure under NIRs will depend on each NIR.
In JPNIC's case we currently charge both yearly maintenance fee and per
address fee to LIRs under JPNIC management. The yearly fee set the same
level as APNIC's.

That's very true. Sorry if you (and other members) feel unconfortable
for that statemet. I wanted to note NIRs have been continuously
contributing as a sponsor but that part can be withdrawn.
