Again, not all RIRs have policies explicitly restricting resource
allocations to organisations/LIRs who originate within the RIR region.
In fact, do any have this restriction?

I spent a few minutes looking through the RIRs' published policy text earlier today and I think they all have a statement to the effect that stockpiling should be avoided or that requests should be processed "regardless of geographical factors, demographic factors, language, etc" (to quote from LACNIC's policy).

Nonetheless, different regions definitely have different run rates. Without a restriction on requests from organisations based outside of an RIR's service region this proposal has no impact other than raising awareness.
