[sig-policy] arin on countdown

i am at the arin meeting.  a few minutes ago, there was a vote similar
to one we took in new delhi, on whether the approach of a count-down
policy was supported for one or two /8s for each region at the end.  the
vote here at arin was overwhelmingly supportive of the proposals, 69:10.
