According to the EC minutes for the endorsement of this proposal on
November 2005 (*) it says "The EC formally endorsed this proposal,
subject to its implementation not having an effect on the per-address
fee schedule."

However this document does have an effect on the per-address fee
schedule. So I feel this document doesn't properly reflect the consensus
decision reached in the policy review process.
I would appreciate your clarification.

Review Process;
- suggest improvements of any aspect of the document;
- request that an additional call for comment be made to allow
more consideration of substantial revisions.
