unfortunately, a crisp definition of 'fair' that satisfies all has
not been blatantly obvious.  in fact, there seem to be somewhat
divergent views of fairness.  which is why the community is trying
to explore, discuss, feel paths toward compromise and consensus.
that this is non-trivial may explain why it take some time,
especially in these very diverse cultures and very diverse business
interests.
