[sig-policy] Resignation

Hi everyone,

I would like to announce my resignation of APNIC Policy SIG chair
after the Kyoto meeting this month. Election will be handled 
at the end of Policy SIG meeting. I am sorry for this short notice.

I myself learned many things through this work. I really thank APNIC
and APNIC address community for giving me this opportunity. 
I have kept this chair position for more than five years, which I believe 
is too long. So I hope that now is the time to give back this opportunity
to the next and younger generation, although election may choose 
older generation:-)

I hope our address community will continue to grow and 
support the Internet in a healthy way. I will also support our community
from the different view.
