APNIC welcomes comments, questions, and suggestions on the following policy
proposal:

Final call for comments: [prop-002-v001]
"A proposal for an APNIC document editorial policy".

This is the final call for comments on policy proposal [prop-002-v001] "A
proposal for an APNIC document editorial policy".

This proposal was presented at APNIC 16 and the following consensus was
reached:

  "The SIG accepted by consensus the proposed document editorial
   process, which would implement consensus decisions by requiring
   the Secretariat to release a draft document reflecting a SIG-AMM
   decision, with a single call for public review intended to ensure
   the draft properly represents the decision. There would be one
   month for editorial comments, with the possibility of additional
   reviews if the draft does not properly reflect the consensus.
   This decision was recommended to be implemented as soon as
   possible."

This proposal is now submitted to the sig-policy mailing list for an eight
week discussion period. At the end of that period, if consensus appears to
have been achieved, the Chair of the Address Policy SIG will ask the
Executive Council to endorse the proposal for implementation.

It is proposed to revise the current document, APNIC-083 "APNIC Document
review policies and procedures" as follows:

  * The revised policy should include formal recognition
    of the policy development process, in which the SIGs
    and the AMM form consensus-based policies and other
    decisions.

  * The provisions relating to the categories of review
    should be removed.

  * The document should describe a simple editorial procedure
    for implementing the consensus decisions that arise from
    the policy development process.

  * Under the proposed editorial procedure, the document which
    implements a consensus decision should require only a single
    call for public review.

  * The existing provision which allows for requests for further
    reviews of a document should be retained, but only on the basis
    that the document does not properly reflect the consensus from
    the relevant meeting.


Note: The following two provisions in the original proposal were
      not presented or discussed at APNIC 16:

      - The provision to allow objections on the grounds of a
        fundamentally flawed policy was withdrawn as this is
        adequately and more appropriately covered in the Policy
        Development process proposal [prop-001-v001].
        
      - The provision relating to the Executive Council's powers
        to act in time critical circumstances was withdrawn as this
        is adequately and more appropriately covered in the APNIC
        By-Laws and the Policy Development process proposal
        [prop-001-v001]
