Many thanks for your question and yes you are correct.  I should however
clarify the meaning of the summary below regarding the IXP assignment 
proposal made by Bill Woodcock.

The current IXP assignment policy specifies that the address space assigned
should not be routed. The Address Policy SIG at APNIC16 agreed to lift the 
routing restrictions, such that address space assigned to an IXP under the 
IXP assignment policy *can* be routed by the IXP. 

This consensus is of course subject to the 2 month comment period and final
approval of the policy from the EC.

I hope that clarifies things?
