Dear Arano san,

Based on HD=0.80, a /23 provides up to 1,048,576 site addresses.  Therefore
a large LIR with a million subscribers would probably have a /23, assuming
each subscriber gets a /48.

If an RIR has a /12, then after 2048 allocations under a sparse allocation
system, the maximum allocation size (or "reservation" as you put it) would
be /23.  After this time, an ISP requiring more than a /23 would need to
receive a separate block.

This situation would occur today if all RIR member LIRs transitioned to
IPv6, since at least one RIR has more than 2048 member LIRs, and a number of
those LIRs would qualify for more than a /23.

Perhaps this type of analysis gives us a means to determine whether a /12
allocation from IANA is large enough?
Yes. Now I believe /12 seems large enough, based on the above.

I also think it would be smarter not to spend too much time on the size
discussion but to implement the policy as soon as possible,
because v6 swamp is being created daily....
