Good question Ray.

I've attempted to answer this question with the analysis in section 5.2.
That analysis is based on a population of some 800 ISPs in the APNIC region,
and the distribution of resources among that population has a strong
influence on the overall impact (since larger ISPs are affectly more than
smaller ones by this change). In our case, IPv4 addresses are very heavily
weighted towards a relatively small number of large ISPs, which increases
the overall impact of the change.  This may also be the case in other
regions, but I suggest a specific analysis would be needed to verify that.
