[sig-policy] Comments Required On Possible Extension Of IPv6 Bootstrap Period

Extending the bootstrap phase is a good idea, I think. However, we may
want to define temporally end of the extended-bootstrap and reconsider
we will need further extention. Temporally termination of the bootstrap
phase would be defined by allocation of another 100 prefixes or one
year after the initial 100 sTLAs allocated.
