The proposal for IANA allocations of IPv4 address space which was recently approved in all regions stipulates an 18 month timeframe for IPv4 allocations. It seems rational that the timeframe for IPv6 should be longer than for IPv4, since there is a lesser concern for conservation and a greater concern for facilitating aggregation. Larger allocations to RIRs will allow aggregation to be increased, without substantially impacting the remaining pool of IPv6 addresses.

The same argument may be applied in the case of RIR-LIR allocations, which is defined by a separate policy. I expect that if a 36 month timeframe were approved for IANA-RIR allocations, then a proposal may well appear in future to make a corresponding change with respect to RIR-LIR allocations.

ok.  i'll bite.  why do RIRs need such a larger window from the
IANA than LIRs need from the RIRs?
