[sig-nir] Stepping down from Chair

Colleagues,

It is already very very long since I started to chair this 
SIG, formerly NIR Meeting, and now we have two good co-chairs, 
David Chen and Izumi Okutani.

I'd like to resign from the chair of NIR-SIG at this coming
NIR-SIG tomorrow.

In case of the vacancy of chair we may have election to fill
that, but in case of our SIG I don't think we need elect 
another co-chair but elect the chair out of current two
co-chairs, because NIR-SIG doesn't deal with many and/or 
heavy agenda.
