how about rewording this slightly to be consistent with the opening wording
of the other draft SIG charters, so what about something like:

 "The charter of the NIR SIG is to share information relating to the
 operations, policies, and procedures of National Internet Registries
 with the aim of promoting close cooperation both between the NIRs
 and with the APNIC Secretariat."

I dont think it is necessary to state that the NIR sig is open, as
all SIGs are open to anyone by default, so i didnt include that.  I also
thought it might be nice to add the note about co-operation.
