[SIG-IX] updated mailing list

As requested, I've updated the mailing list to include everyone who 
attended the AP IX Forum organised by APIA and APOPS at the APNIC meeting 
in Kitakyushu. If you know of any other IXes and their contacts who should 
be on the mailing list, please let me know, or ask them to join the list.
