Not Pakistan at this time. As of my information, there are currently 3
operators in PK which are having /32 IPv6 assignments from APNIC although
the licensing authority doesn't require the ISP to have IPv6
plan/connectivity.

In fact, I like this approach.  It helps pushing IPV6 forward a little bit.
