The role of the APNIC Address Council member

There are two relevant documents that define the role of the Address Council:

  1. The Memorandum of Understanding that has created the Number Resource Organization (in particular section 7 of that document):

  3. The MoU between the NRO and ICANN which specifies how the NRO Number Council represents the address community within ICANN, by performing the role of ASO Address Council:

The NRO MoU defines the composition of this body, and notes that one person is appointed by the Board of each of the RIRs, and a further two individuals are selected by an open procedure followed by each regional policy forum.

In considering the individual to be selected by the Executive Council of APNIC, the EC has clarified the role of this individual with respect to their interactions with the Executive Council.

The APNIC EC sees this individual as being APNIC's representative on the Address Council, and would like to ensure that this individual will be able to communicate Address Council actions and perspectives to APNIC and be able to represent any particular considerations relating to Address Council matters that have been raised by APNIC.

In particular the APNIC EC has specified the responsibilities of the selected individual to include:

  • regular reporting to the APNIC EC on all matters that are under active consideration by the Address Council;

  • consultation with the APNIC EC on matters to be considered by the Address Council in order to determine if there are APNIC perspectives that should be conveyed to the other Address Council members.

To this end the APNIC EC will include a standing agenda item to its monthly meetings for consideration of an Address Council report that is to be provided by this individual.

The APNIC EC is of the view that improving the means of communication between APNIC and the Address Council will result in the smoother operation of the global policy development process, and ensure that there is a shared understanding of the objectives of such activities.
